Roles & Responsibilities
OMBI Board
The OMBI Board is comprised of Chief Administrative Officers and City Managers who are members of the Regional Chief Administrative Officers (RCAO) group which is a sub-group of MARCO (Mayors and Regional Chairs of Ontario). The Board may or may not include all OMBI partners; however all partner municipalities are voting members of the OMBI Management Committee. There are currently thirteen partners from the RCAO group.

Management Committee
The Management Committee is accountable to the OMBI Board and is made up of one representative or Municipal Lead from each partner municipality. The Municipal Lead is appointed by their CAO or City Manager and has delegated authority to represent the overall interests of their respective municipality and CAO in meetings of the Management Committee and other related OMBI matters. Although not all partners have representation on the OMBI Board, each Municipal Lead is considered to be a voting member on the OMBI Management Committee.

Municipal Lead
The role of a Municipal Lead is three-fold. First, they have a role within their own municipality to coordinate the annual Data Call and act as a resource for OMBI; second as a member of the Management Committee they are responsible to oversee the administration and management of OMBI; and third, the Municipal Lead is responsible to facilitate, lead and direct expert panels.

Expert Panels
Expert Panels should provide a cooperative, consultative forum to ensure common measurement, and to extract opportunities for continued improvement on a program / service basis. Expert Panels are established by the OMBI Board and report through their assigned Municipal Lead to the OMBI Management Committee.

Program Office
The OMBI Program Office is accountable to the Management Committee with direction coming from the OMBI Board, Management Committee and/or the Co-Chairs acting on behalf of the Management Committee. The Office consists of a Program Manager, Administrative Coordinator and Data Analyst. All members of the Program Office have the responsibility to support the Management Committee, all OMBI partner municipalities, Expert Panels and the Financial Advisory Panel.

Financial Advisory Panel
Common measurement is a key ingredient of the OMBI initiative. Finance representatives ensure that costs are measured in a consistent manner. This is particularly important for “back office” support costs that are allocated, as well as for the attribution of capital and asset management costs.
The OMBI Financial Advisory Panel (formerly known as the OMBI Treasurers Group) reports to the OMBI Management Committee but also consults with and communicates progress to the Regional and Single- Tier Treasurer’s Group.

Host Municipality
The OMBI Board enters into a Host Agreement with the municipality where the OMBI Program Office is located. This Host Agreement identifies the type and level of administrative and other support services to be provided by the Host Municipality and identifies appropriate costs to be recovered from OMBI for those services. The Host Agreement would be reviewed on a periodic basis, such as every three years, to ensure that both the Host Municipality and other OMBI partners are satisfied with the arrangement.
